Yorokan

The clan was supported by two major structures: washi paper production and education for human resources

For a period of roughly 250 years from the establishment of the Yedo administration (1603) to the Meiji period (1868 - 1912), Tsuwano was governed by 11 generations of the Kamei family. Surrounded by strong states, the Tsuwano clan sought stability through its development in industry and advancement of education. In terms of industry, washi paper production which began during the 4th generation Korechika's rule was a great success, turning the region into a wealthy state. And education was advanced through Yorokan, an institute founded in 1786 by the 8th generation Noritaka. Disciplinary subjects such as Confucianism, medical science, mathematics, and Dutch medicine were taught at the school. Yorokan eventually produced brilliant scholars such as Nishi Amane (expert on Western philosophy) and Mori Ogai (novelist and military doctor). Education at Yorokan not only affected the clan's government, but it also played an important role in the modernization of Japan. The stability of the small state was supported by the affluent economy produced by washi paper and qualified human resources.
