The 2nd Web Accessibility Index Progress Report 2025 Now Available!
Executive Summary
In our second survey, the number of companies rated Rank C or above—those with verifiable organizational efforts—increased from 47% to 56% (+13 companies). While an overall trend toward improvement is visible, the results clarify that "Action" (evidence of implementation) and clear "Commitment" from top management remain limited.
This survey, based on publicly available information, evaluates not just technical conformance but the overall status of organization-wide efforts across six areas to visualize progress on a five-level scale from A to E.

Key Findings from the 2nd Survey
1. Majority now "Rank C or above"; Overall improvement trend
The number of companies ranked C or above rose from 71 to 85, now accounting for 56% of the companies surveyed. Many companies are moving from Ranks D and E into Rank C, shifting from "unprepared" to an "active initiative" stage. However, Rank A remains at zero, as no company has yet reached the "mature stage".
2. "Policy" publication expands to nearly half of companies
A significant change this year was the increase in published accessibility policies, rising from 39% to 49%. Publishing a Policy is a vital starting point that aligns internal quality activities and enables connection with ESG and sustainability reporting. This shift reflects a positive move toward greater transparency in the Japanese market.
3. Next focus: "Action" and "Reporting"
Conversely, only a small number of companies publish their test results; approximately 83% still do not disclose evidence of their implementation. Furthermore, mentions in ESG or Integrated Reports and clear Commitment from top management remain limited. The survey highlights that the critical challenge moving forward is evolving from policy publication to the stages of Action, verification, and public accountability.
